SUBSIDY
Surging oil prices may cost state budget Rp. 14 trillion

            The recent surge in global oil prices may cost the state budget up to Rp. 14 trillion  ( US $ 1.6 billion) if the government delays the plan to limit the sales  of subsidized fuel for private cars, the independent fuel assessment team says.. Anggito Abimanyu, former chief   the Finance Ministry’s fiscal policy office who currently heads the fuel assessment team, said Monday that the additional subsidies would be needed if the Indonesian Crude Prices (ICP) persisted at $100 per barrel.
            According to Energy and Mineral Resources Ministry data, the average ICP rose to US$ 100.2 per barrel as of the end of February, well above the government oil price reference of $80 per barrel  stated in the 2011 state budget.
            For every $1 dollar of difference between the government’s ICP reference and the real ICP prices, the government would have to increase the fuel subsidy by Rp. 700 billion, Anggito explained.
            The ICP surge was in line with the surging global prices, which has increased significantly over the past several weeks due to unrest in several Middle East countries, the main suppliers of the world’s oil needs.
            West Texas Intermediate crude futures, a benchmark oil prices for US futures market, has broken the $100 psychological barrier, trading at $106.51 per barrel as of 7 p.m Jakarta time on Monday. Meanwhile, other notable benchmark oil prices, the Brent, reached $118
            Finance Minister Agus Martowardjojo has said that the average ICP would likely be  $83 per barrel this year if global oil prices persisted at over $100 per barrel. Coordinating Minister for the Economy Hatta Radjasa said  Monday that “if crude oil  prices continue to soar, our subsidy costs will balloon”, adding that the government was willing to change the ICP assumption in the state budget if necessary.
            The government has allocated an energy subsidy of Rp.136.6 trillion this year, or nearly 73 percent of the total government  subsidies of Rp. 187.6 trillion. Fuel subsidy makes up Rp. 87.6 trillion of the overall energy subsidy, with an assumption of 38.5 million kiloliters of subsidy quota per year .
            Tubagus Haryono, head of down stream oil and gas regulatory agency BPH Migas, said demands for subsidized fuel was higher than the agency’s allocation target. As of February, consumers had bought 6.11 kiloliters of subsidized fuel, or 15.87 percent of the total quota for the year .
            In February, fuel allocation was set at 2.85 million kiloliters, but people consumed 3 kiloliters of fuel, he said. Meanwhile, Tubagus added, in January, people consumed 3.26 kiloliters of subsidized fuel. The government has also planned to limit fuel subsidy starting April to avoid subsidizing and spending state funds for the those who can afford to buy cars and fuel for private use. However,the plan remains unclear, with the government recently signaling  a delay in the implementation
